Ms. Carter is the President and Director of Engineering of Places Associates, Inc. She has been managing engineering projects throughout the central Massachusetts region for over 40 plus years. She has led the design, permitting, and engineering efforts on projects ranging from single family homes to large residential developments as well as commercial and industrial site plans. Membership for 22 years on her local Planning Board and Conservation Commission as well as performing peer reviews for several local municipalities as the role of Town Engineer have both allowed her to master the permitting processes. Her background in hydrology has enabled her to navigate the complexities of drainage design with the ever changing technologies and climate change impacts.

With over 39 years of experience as a senior project manager for projects throughout Massachusetts, Mr. Murray is Places Associates’ principal planner and Registered Landscape Architect. He has specialized in working with architects for municipal projects in all areas of the Commonwealth, including police, fire, library, school facilities, and residential projects. In addition, Mr. Murray has acted as project manager for many large-scale residential and commercial projects. In providing project management services, he has become a permitting specialist; including federal, state and local permit processes. His experience includes the Wetlands Protection Act, Watershed Protection, MEPA and local processes including Zoning Relief, Special Permits, Site Plan Review, Stormwater Permits and Subdivision Development.

Mr. Burke has over 30 years of experience as a civil engineer working on the design, permitting, and construction phases of residential, commercial, industrial and water resource projects throughout New England. In addition to design involvement of home improvement centers, multi-family residential developments, and subdivisions, he has performed design, cost estimates, permitting, construction documents, bidding and construction closeout services for the Massachusetts Department of Housing and Community Development “House Doctor” program. Rounding out his civil experience, Mr. Burke has served as a peer review consultant to Massachusetts towns, presents projects to municipal Planning Boards, Conservation Commissions and Zoning Boards, and performs site layouts, utility and drainage designs, and site inspections.
